Accounting Irregularities Prior to SOX

As I read the story on the "Former McAfee Treasurer to Settle SEC Charges" I noted the accounting irregularities occurred from mid-1999 to July 2000. This was prior to SOX. My hope is we have all been educated and accounting irregularities will be less prevalent. What are your thoughts?
